  * Merge with unrelated Debian packaging, remaining changes:
    - debian/control: Add transitional packages
      This is to allow for upgrades from 23.10 to 24.04.
      Those changes can go away once 24.10 opens.

libpam-cgfs: PAM module for managing cgroups for LXC

 LXCFS provides a FUSE based filesystem to improve the LXC experience
 within the containers.

 logged-in users with a set of cgroups which they can administer.
