After investigating my issue a bit further I found that the problem was because I reprojected my original source data from 27200 to 4326 using PostGIS and stored it in a column in my db. When I tried to simplify the stored reprojected data, ST_Simplify returned an empty multipolygon. If I use ST_Simplify on my original data then it works absolutely fine. I can now recommend that these packages be put into Hardy if possible.
