This will be applied the next time Pulseaudio is released into Oneiric. Meanwhile, you can try editing /usr/share/pulseaudio/alsa-mixer/paths/analog-output-headphones.conf and change

 [Element Front]
switch = off
volume = off

to

 [Element Front]
switch = mute
volume = zero
