  * Track xz compressed upstream tarballs (favored over bzip2).
  * Update copyright info:
    + Update alternate git source URL.
    + Extend coverage for myself, and relicense packaging as GPL-3+.
    + Fix use SPDX shortname for X11 license.

  * Declare compliance with Debian Policy 3.9.6.

  * Rewrite README.source to emphasize that control.in file as *not* a
    show-stopper for contributions, and refer to wiki page for details.
  * Unfuzz patches with shortening quilt options.
  * Bump dephelper compatibility level to 8.
  * Wrap and sort Uploaders and package relations fields.
  * Improve rules to auto-resolve package branch.
  * Update package relations:
    + Fix depend on many gir1.2 interfaces instead of python libraries.
    + Fix have sugar-session-* depend on python-cairo.
    + Fix have sugar-session-* recommend gir1.2-maliit-1.0 and suggest
      maliit-keyboard, and sucrose-* depend on both.
    + Fix have sugar-session-* recommend fonts-dejavu-core, and
      sucrose-* depend on it.
    + Fix have sugar-session-* and python-jarabe-* depend on
      python-sugar3 (not python-sugar-* or python-sugar-toolkit-*), and
      have sugar-tools-* stop depend on python-sugar-*.
  * Fix stop mention sugar-control-panel or sugar-ui-check in long
    description of sugar-tools-*.
  * Avoid env in hash-bang of python script, as recommended by Python
    Policy.
