On Pandaboards:
If you boot off the SD card, you cannot install on to the SD card, you must install onto USB drive.

The debian-installer (i.e. text based installer from server-cd) makes it more clear, while ubiquity currently does not.

I will double check the instructions you have followed to make sure everything is correct.
