      - Call foldopen silently so Vim doesn't error if there are no folds.
        (Closes: #416184)
      - Allow users to "let g:debchangelog_fold_disabled" to disable automatic
        folding of debchangelogs.  'foldexpr' and 'foldtext' will still be set
        but 'foldmethod' will not be set to 'expr'.
