Add Platform Independence for ScanDraiD

The code should compile under Unix (Linux, Bsd etc.), Windows and MacOsX. The easiest way to do this is probably to use cmake as a build tool. See http://www.cmake.org/.

Add Developer Documentation for ScanDraiD

Developer documentation should be added. The best tool I can think of probably is doxygen.
