Translations of Wubi and Umenu are now handled by the ubuntu-translators group (https://translations.launchpad.net/+groups/ubuntu-translators). You will need to join them in order to be able to contribute translations to Wubi and Umenu. Existing members of the Lupin translation team that have not done so already, are encouraged to consider joinging the Ubuntu Translators.
