Enable basic Runtime Management System (RMS) for Trafodion

Build two object, mxssmp and mxsscp. Create these server processes on each node. Share a memory segment with these and all EXE processes in the node. This will allow implementation of Query Invalidation, runtime statistics and possibly query cancel.

Enable GET STATISTICS using RMS for Trafodion

Bring into Trafodion the ability to use RMS for GET STATISTICS. This will return information about a query running in some other session, as well as information about RMS itself.
