Validate the service state before deleting it for OpenStack Compute (nova)

currently, when performing a delete operation on a service, nova will not check the state if a service is running or not , it destroy the service directly, which will be much dangerous for the admin to do this. it 's better to have this checking before we perform deleting a service.
