This happened during an upgrade from 11.10 to 12.04.
The upgrade initially failed and was restarted using "apt-get install -f dist-upgrade".

I was able to reproduce the failure starting from (un-updated) icedtea-web 1.1.3-1ubuntu1 in oneiric and upgrading icedtea-netx-common 1.2-2ubuntu1.1 in precise-updates, and can confirm that the failure does not occur when upgrading from 1.1.3-1ubuntu1/oneiric to 1.2-2ubuntu1.2 in precise-proposed. I've also verified that the version of icedtea-web continues to function within firefox after upgrading icedtea-web to the version in precise-proposed. Marking verification-done.
