The fix proposed here is wrong.

Entries in /etc/upstart-xsessions needed to match existing files under /usr/share/xsessions
gnome-flashback in there is called gnome-fallback (the old name was kept to make the updates work)

I'll try to poke at this tomorrow in a VM and figure out what's preventing the session from properly starting under upstart. The actual fix for that will likely be in the user jobs shipped with gnome-session but I'll re-target the bug report then.

Attaching my gnome-session log.

According to this log, gnome-session is looking for gnome-fallback.session, but there is no such file in my system.

konst@test:~$ find /usr -name "gnome-fallback.session"
konst@test:~$ find /usr -name "gnome-flashback.session"
/usr/share/gnome-session/sessions/gnome-flashback.session

affects: upstart (Ubuntu) → gnome-panel (Ubuntu)

This bug was fixed in the package gnome-panel - 1:3.6.2-0ubuntu13

---------------
gnome-panel (1:3.6.2-0ubuntu13) saucy; urgency=low

  * Drop bin/gnome-session-flashback as it wasn't consistently used and
caused problems with upstart user sessions. (LP: #1217991)
  * Add aliases for gnome-fallback to gnome-flashback and
    gnome-fallback-compiz to gnome-flashback-compiz.
