oem install of saucy salamander includes ubuntone sign in step

Bug Description

I was installing Ubuntu 13.10 from an iso dated 20131001 and chose to install in OEM mode. During the initial system installation I was asked to sign in to Ubuntu One which seems inappropriate.

Additionally, when running through configuring the system for the end user the Ubuntu One page did not appear.
