Bug Description

Trusty server installations hang on 'Installing GRUB boot loader' with today's images. (20131125). Occurs on both amd64 and i386 images and using libvirt/kvm. Have not tried on hardware yet though.

Steps to reproduce:
1. Start the installation
2. Continue with default selections
3. It could be noticed that the installation hangs at the grub installation stage.

The impacted jobs are:
http://ci.ubuntu.com/smokeng/trusty/server/i386/20131125/5095/default/
and
http://ci.ubuntu.com/smokeng/trusty/server/amd64/20131125/5089/

It looks as though cdebconf crashed, perhaps, although it hasn't changed recently. I'll try to reproduce locally.

It looks very much as though APT::Keep-Fds has stopped working properly. dpkg has lost its connection to the debconf passthrough file descriptors that are supposed to be maintained this way, and everything goes south from there.
