Bug Description
1. Click "Add a comment/attachment" at the bottom of this bug report.
What happens:
1. The comment form appears.
What should happen:
1. The comment form appears.
2. The page scrolls so that the whole form is visible, including the "Save Changes" button (bug 33479).
3. The comment field is focused.
