[FFE] Add libpam-cgm package

Bug Description

In 16.04 we expect to move systemd's work of putting login sessions into user-owned cgroups to a new package, libpam-cgm.

We'd like to ship that package now, beginning in wily. It would not be installed by default anywhere. Eventually the goal would be to be suggested by lxc.

This will also help to solve bug 1392176 by no longer automatically using cpusets.

Since this is a feature that's entirely separate from the main cgmanager code and the binary will stay in universe for wily, I'm fine with this happening.
