Provide an actual version of makedumpfile >= 1.5.9,
which is needed as prereq for package kdump-tools

makedumpfile is already available for i386 and amd64.

Important for kernel debugging and bug analysis.

There is already a Debian bug open to request makedumpfile builds for s390x:

makedumpfile in xenial is already at 1.5.9, but it is not available for s390x. I've retitled the bug to clarify that the issue is the architecture support vs. the source version.

makedump available as version 1.5.9-4ubuntu1 and installable.
Function not yet tested, but not scope of this bug. Closed.

FYI I have just re-synchronized the package with Debian : 1.5.9-5 contains the same modification.
