php-horde-dav depends on php-sabredav; we need to know the compatibility story for this package (which has deep horde revdeps itself) before making any changes here.

  * Update to PHP7.0 dependencies (LP: #1565025).
  * Add mbstring as build dependency.
  * debian/patches/PluginTest-check-for-exact-false.patch: Use !== for
    testing return value of simplexml_load_string. Closes LP: #1565025.

  * Add build-dep on php-mbstring (LP: #1565025).
  * debian/patches/update-stringutiltest-no-hex-in-strings.patch:
    Hexadecimal strings are no longer considered numeric.
