The lasso PHP bindings only support PHP5, even in the latest upstream
version.

+Build-Depends: debhelper (>= 8), dh-python, libxml2-dev, libxslt1-dev, libxmlsec1-dev, libxmlsec1-openssl, libglib2.0-dev, python-all-dev (>= 2.6.6-3~), python3-all-dev (>= 3.2), libexpat1-dev, fastjar, php-dev, python-lxml, python3-lxml, python-six, python3-six, chrpath, dh-python

Should drop the php-dev build-dep entirely; fixing locally for upload.

This bug was fixed in the package lasso - 2.5.0-3ubuntu2

lasso (2.5.0-3ubuntu2) xenial; urgency=medium

  * Add build-dependency on dh-autoreconf as php-dev no longer pulls it
    in (LP: #1566404).
