s390tools 1.37.1 package for initial integration purposes.

Thank you for the ahead of time 1.37.1.

There is a lot of refactoring of headers; options processing (port from getopt to util_*); location of headers; names of internal headers; capitalisation (min->MIN rename) and makefiles refactoring.

Most of that is without any net changes (e.g. re-ordering headers alphabetically).

There are deprecated options removed.

As is this tarball has a lot of unnecessary changes and refactorings, which are usually frowned upon this late into the release cycle.

I would be more inclined to cherry-pick just the bug fixes stand-alone from the v1.37.1 release; sans all the refactoring.

Thus instead of including v1.37.1 as is:
342 files changed, 3778 insertions(+), 3688 deletions(-)

I'd rather include just the net amount of changes/bugfixes as attached:
7 files changed, 159 insertions(+), 45 deletions(-)

From micro-point release the scope of changes expected is as shown in the later change.

The net-changes-v1.37.1.diff includes all the bugfixes and features mentioned in the README and the BUF_SIZE change in the mon_procd.h.
