Thank you for taking the time to report this and make Ubuntu better. I could not reproduce bug on an up to date install of Intrepid.

I don't understand how my system is in a broken state then. I had the
packages from the hardy PPA installed, but when I upgraded they seemed
to just vanish. Obviously there is some hangover.

Well, Intrepid is a development release, so stuff breaks a lot. Alpha 2 was released the other day, so you can always do a fresh install - http://www.ubuntu.com/testing/intrepid/alpha2
This keeps you up to date and gets rid of any bugs that hangover from upgrades. If you did not intend to be using the unstable development version of Ubuntu, you need to reinstall Hardy.

I am running Intrepid to help development. What I don't understand is
how DPkg has gotten itself into a mess and I think it is highly
valuable to figure this out rather than to just reinstall! I will open
this bug against APT/DPKG.

Fair enough. Make sure you have the universe repository enabled, then you can try to fix the broken dependencies with
 sudo apt-get install -f

I can confirm this bug. It happens only on amd64 arch, as far as I can see. The libempathy12 version is 0.23.1-1 on the repository, where it should be 0.23.3-1ubuntu1. I don't really know what one should do about it - maybe contact the responsible for the package?

You can build it from source - it works.

apt-get build-dep empathy
apt-get source empathy
cd empathy-*
debian/rules binary

Then just install all the .deb files it generates.

The amd64 version of empathy failed to build [1]. This is why you are unable to install it on amd64 arch machines. The i386 version did build sucessfully. That is why Connor was able to successfully install empathy on his i386 machine.
