The following directories have no special license file in their subdirectories (would it be sufficient to add those or should that info go into debian/copyright?):

This is from the readme in the adaptec firmware package (ac94xx):

By selecting to use this firmware, the end user is subject to the terms and
conditions described in the Adaptec Proprietary License.

I don't like this legal stuff. This sound like the firmware cannot be re-distributed because there is no guarantee it won't get into some evil country...

Between this URL where someone else has closed a bug as will not fix because Adaptec says the people have to come to Adaptec to get firmware and the Adaptec Binary license also included below which says do not download firmware if you do not agree would seem to require click through at Adaptec site.

https://issues.rpath.com/browse/RPL-1352;jsessionid=2C0C5C0B086D4BC9C88DFA32B70323E0

I will attach the copies of the Adaptec licenses I've found.

dvb-fe-tda10046.fw: found one script that would extract this file from:
http://www.technotrend.de/new/217g/tt_budget_217g.zip

The license of the package includes this statements (surely for the complete package and not specially for the firmware if that would make a difference):
3.3. The user may not make additional copies of the software. The documentation may not be reproduced.
3.4. Reverse engineering, decompiling or disassembling of the software is prohibited.

I looked for a license at dlink.co.uk for binary firmware and can not find any on their site. I've not been able to locate any license info anywhere for them.

I've searched the http://acx100.sourceforge.net site and wiki for firmware license info and can't find any, followed links off-site to firmware blobs and can't find license info there either.

http://acx100.sourceforge.net/wiki/Main_Page
The front page of the wiki says in it's todo area: * Add legal information.

The extraction script actually is in the linux source tree (Documentation/dvb/get_dvb_firmware). The following firmware files are directly fetched from http://www.linuxtv.org/downloads/firmware (which has no license information):

dvb-ttpci-01.fw
dvb-dibusb-5.0.0.11.fw
dvb-fe-or51211.fw
dvb-fe-or51132-qam.fw
dvb-fe-or51132-vsb.fw
dvb-usb-bluebird-01.fw

The following firmware files are also on linuxtv.org but not coded into the script:

dvb-usb-avertv-a800-02.fw
dvb-usb-dibusb-6.0.0.8.fw
dvb-usb-dtt200u-01.fw
dvb-usb-umt-010-02.fw
dvb-usb-vp702x-01.fw
dvb-usb-vp7045-01.fw
dvb-usb-wt220u-02.fw

The one mentioned above has a different source here:
dvb-fe-tda10046.fw: http://technotrend-online.com/download/software/219/TT_PCI_2.19h_28_11_2006.zip

dvb-usb-dib0700-1.10.fw: This seems to be a Haupauge card. Firmware seems only indirectly available (http://www.mythtv.org/wiki/index.php/Hauppauge_WinTV_Nova-T_500_PCI). Would have asked mkrufky but he wasn't on IRC.

dvb-usb-tvwalkert.fw: http://www.nick-andrew.net/LifeView/dvb-usb-tvwalkert.fw (nothing with respect of license)

dvb-usb-wt220u-fc03.fw: also rather falling out of the blue sky (http://www.ryanlothian.com/articles/v4l-dvb)

dvb-usb-wt220u-zl0353-01.fw: Same here (http://www.acaciaclose.co.uk/16253/index.html)

I have not found a clear license file for any of the DVB FWs.
