Bug Description
On a milestone page, such as <https:/
Either:
* the top left heading should be the project (e.g. "Bazaar"), and all the tabs should be clickable; or
* the top left heading should be the milestone (e.g. "Bazaar milestone 0.17"), and the Bugs tab should be clickable to show bugs targeted to that milestone.
