FFe: qbzr 0.19-0ubuntu1

Binary package hint: qbzr

I'd like to include the new qbzr release in Maverick. It contains quite a few bug fixes. I had hoped that this would be a merge from Debian, but it didn't make the freeze there.

Upstream intends this release to be used as the companion release for bzr 2.2 which is already in Maverick.
