Bug Description

I did an English OEM installation, and then created the user with German/Germany. oem-config did not create locales for German (but still configured LANG=de_DE@euro in /etc/environment; the @euro issue is bug 68030).

I've made it create the locales themselves in 1.20, but it doesn't yet install the language packs.

I don't see any problem with locales in Hardy daily live 2008-02-08.
