Improve location of 'Get support' button

I would like to see the Get Support link find a permanent home outside of the tabs.

The wording itself sounds proactive - like someone is going to talk to you - so, if it is going to link to one.ubuntu.com/support we might want to tweak it slightly.

I will review the layout of the Support page separately.

I'm wondering if maybe we're overthinking and we should just follow the GNOME HIG recommendation in this case? That would have us simply place the button(s) in the bottom left corner of the window.

After a discussion with Cristian and Ivanka and a little bit of brainstorming, we've come to the conclusion that providing support in line with the GNOME HIG would be a better way to display help. Ive attached a mockup of what this should look like with the appropriate strings (as seen by Cristian).

Reopening since we need to have the support button being accessible from all the tabs, not just in the account one.
