Increase contrast in light-themes for overlay-scrollbar

Bug Description

Binary package hint: light-themes

The insensitive/background colour for an overlay-scrollbar does not present enough contrast when the user is focusing on another window.

This can be solved in 'gtkrc' by adding an explicit style of widget_class "*.<GtkCList>.<GtkButton>.*<GtkLabel>".
