Bug Description

When you issue the reboot command the system hangs on "Restarting System". A shutdown command does work.

WORKAROUND:
Edit:
/etc/default/grub

and add:
reboot=pci

to the 'GRUB_CMDLINE_LINUX'

Thanks for your bug report and for your contribution to Ubuntu. In order to determine if this issue is usplash related, please boot your computer with usplash disabled and then shutdown to see if you can reproduce the issue? To disable usplash for a single boot, follow these steps:

1. Hold Esc during Grub boot delay to access the boot menu.
2. Select your actual Ubuntu boot line and press "e" to edit it.
3. Select the "kernel" line and press "e" to edit it.
4. At the end of the line, remove "splash" and "quiet" and press "enter".
5. Type "b" to boot the custom boot line.

There are no lines with splash. I removed "quiet" but the system still hangs on reboot. Attaching grub.cfg.

sudo reboot -n
cause the same issue ?

sudo reboot -n causes the same issue.

The last few lines from the console are:

Init: statd main process (774) terminated with status 1
init: portmap main process (605) killed by TERM signal
* Deconfigurating network interfaces...
* Deactivating swap...
* Unmounting weak filesystems...
* Will now restart
[ 301.171892] Restarting system.

than it just hangs there!

apport-collect -p linux 780757

I resolve the issue on my machine thanks to this article: http://linux.koolsolutions.com/2009/08/04/howto-fix-linux-hangfreeze-during-reboots-and-restarts/

All I had to do was to had 'reboot=pci' to the kernel parameter at boot time.
For a permanent change on grub2, edit /etc/default/grub, and add 'reboot=pci' to the 'GRUB_CMDLINE_LINUX'

Yes - it works. But reboot=pci sucks. I have protected my hdd with a password and set the bios option to not ask for the password on reboot.. With reboot=warm everything worked fine (on my old dell laptop).. Now I have to enter the password everytime I reboot :(

-> reboot=pci is just an ugly workaround..

Same problem here with Dell Latitude E6420 on Natty amd64 2.6.38-11-generic, Dell BIOS version A05. The "reboot=pci" workaround didn't work.

Adding 'reboot=a,b,k,p,c' per suggestion in comment #55 helped me resolve this issue on Dell Latitude E6420 on Ubuntu 11.04 amd64 . You should try several options, since kernel will probe every listed method until one of them works.

Same here with Dell Latitude 5420 and Lucid Lynx -- hang on reboot. "reboot=pci" is a pain: couldn't boot after the change of /etc/default/grub. Adding 'reboot=pci' to the 'GRUB_CMDLINE_LINUX' sucks. Instead, the line should read "reboot=a,b,k,c".
This last change was successful -- reboot is working now as it should. Thank you, guys!

SteveM, thank you for reporting this and helping make Ubuntu better. Natty reached EOL on October 2012.
Please see this document for currently supported Ubuntu releases:

We were wondering if this is still an issue in a supported release? If so, could you please test for this with the latest development release of Ubuntu? ISO CD images are available from http://cdimage.ubuntu.com/releases/ .

If it remains an issue, could you please run the following command in the development release from a Terminal (Applications->Accessories->Terminal), as it will automatically gather and attach updated debug information to this report:

apport-collect -p linux <replace-with-bug-number>

Also, could you please test the latest upstream kernel available following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue. Please do not test the kernel in the daily folder, but the one all the way at the bottom. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested and remove the tag:
needs-upstream-testing

This can be done by clicking on the yellow pencil icon next to the tag located at the bottom of the bug description and deleting the text:
needs-upstream-testing

If this bug is fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream
