Window under Dash gets focused if it opened later

As I also wrote in the duplicate bug #838442 the application title is shown in the PanelMenuView (below the dash window buttons). This side-effect issue could be also fixed a part in the Panel section, but I guess that it's better to fix the main issue before.

Fix committed in lp:unity revision 1573.
