DC++ 0.870 is out

Nearly 3 years after the previous version, DC++ 0.870 is now available to download. Compared to the previous release DC++ 0.870 comes with security and stability enhancements, mandatory TLS 1.2+ support, GeoIP country fixes, updated libraries and optimizations and with a new hub list server added.
