Missing documentation for configuration changes

Bug Description

The blueprint https://blueprints.launchpad.net/openstack/?searchtext=use-common-cfg makes use of the openstack common cfg structure. There are a number of issues that need to be documented here:
1. Merge of the plugin.ini into the Quantum.conf file
2. Agent ini file changes (TDB)
3. Quantum server command line changes (now treated by cfg code)

this is not going in code, so we shouldn't target to rc1. I've had a similar issue before though, so we should try and come up with a good strategy for doing this.

Perhaps we can file it under https://bugs.launchpad.net/openstack-manuals and then tagging it with 'quantum'. We can then bookmark a link that searches openstack-manuals bugs with that tag:
