horizon requires python-netaddr

Bug Description

When I with just ENABLED_SERVICES=horizon I get an error that netaddr can't be imported.

In /opt/stack/horizon/horizon/utils/fields.py you can see it requires python-netaddr.

Fix seems to be add python-netaddr to files/apts/horizon
