Bug Description

[Impact]
This affects everyone who uses a German locale, it badly displays UI strings.

[Test Case]
Set LC_ALL to de_DE.UTF-8 and run the program. Then UI will show weird characters.

[Regression Potential]
N/A, it's just a small patch.

The german locale file has illegal character set. I have a file with correct charset attached.

Accepted gmtp into precise-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/gmtp/1.3.1-2ubuntu0.1 in a few hours, and then in the -proposed repository.

The proposed package fixes this bug, no more weird characters using the German locale. Tested on 12.04 (Precise).
