Bug Description

the contents of quantum/plugins/cisco/nova were added to quantum temporarily, as it was too late in the nova release (diablo? essex?) to merge them into nova. They do not belong in quantum though, as should be merged as capabilities into nova, or otherwise eliminated. Having them in quantum means they are not covered by nova unit tests and can easily break, as we've seen in the past.
