DevStack logging fails when using XenServer tooling

Bug Description

When you turn on logging and run OpenStack through run.sh the log does not contain all the information it should.

    Make the standard devstack logging work with XenServer

    Fixes bug 1087387

    Stop redirecting the output in devstack to ensure when
    you configure LOGFILE that the devstack scripts keep working
