Bug Description

If for example the keystone paste_deploy flavor is configured, but the keystone code is not installed, then the failure may appear to be silent (depending on how the glance service was launched).

Instead the an appropriate error should be logged.

    Log error on failure to load paste deploy app.

    Fixes bug 1091294

    Avoids possible silent failure of service launch when say a
    dependency such as keystone is missing (but required by the
    configured paste_deploy flavor).
