sip account setup page takes 50 seconds to display

Bug Description
Open system settings, click online accounts, click new, select sip.
Using stopwatch time the behaviour.
50 seconds later the form gets rendered to input sip details.
I have a 32GB of RAM and 8-core i7 cpu...... I have a reasonable expection for that form to render isntantly.
Clicking to go back to "all settings", reentering online-accounts, clicking new, sip, the form now renders instantly.
