This does not appear to be a bug report and we are closing it.
We appreciate the difficulties you are facing, but it would make more sense to raise your blueprint in the blueprint tracker. https://blueprints.launchpad.net/ubuntu/

I just wanted to help to triangle the bug.

I was trying to put like a Wishlist but I didn't have the option.

I am going to ask first in the future.

How do you know who is the maintainer ?

Members of the ubuntu-qa team can set the priority, including to wishlist.

If you expand the "apt-setup source package in Ubuntu" drop-down on the left-hand side of this page, you'll see:

  Uploaded By: Colin Watson
  Maintainer: Ubuntu Installer Team

(the latter being a team including me and several other members)

I've talked with Brian Murray about the text on the HowToTriage page, which I think goes too far; he's agreed to clarify it. Specifications/blueprints are quite a heavyweight process, so small features that don't require complicated design work should remain as wishlist bugs rather than being redirected to specifications.

apt-setup (1:0.21ubuntu2) gutsy; urgency=low

  * If either restricted or multiverse is enabled, add commented-out lines
    for the commercial component (LP: #118002).
  * Add -updates for universe and multiverse, if enabled.
