Bug Description
In an LXC container based on saucy desktop i386 build 20130604 upgrade of udev from 202-0ubuntu12 to 204-0ubuntu1 hangs on configure:
Setting up libudev1:i386 (204-0ubuntu1) ...
Setting up udev (204-0ubuntu1) ...
udev stop/waiting
The process tree shows:

Turns out this is a bug in lxc-udev.conf created by otto.
