[wishlist] Provide a lrm-manager parameter which lists disabled modules

Bug Description

there is no convenient way to know wich modules are eventually disabled via

/etc/default/linux-restricted-modules-common

except parsing that file. This is not ideal since you need to duplicate the groups (ie nv for nvidia and nvidia_legacy).

Please provide a param in /sbin/lrm-manager that lists disabled modules

This would very nice for restricted-manager since it does now handle also disabled modules.

A user might want to use r-m to enable a restricted module since:
- he doesn't remeber how he manually disabled it (perhaps the current setup comes not from a clean install)
- he dist-upgraded and thus upgraded linux-image version and his manually installed module doesn't work any more

Please find attached patch
