Dev package since v. 0.51 should depend on boost headers

Bug Description

[Impact]
* people using yaml-cpp without having boost installed

[Test Case]
When installing libyaml-cpp-dev >=0.5.1 some headers file are installed that #include some boost headers like iterator, utility, shared_ptr etc. however .deb package doesn't capture those dependencies so including yaml-cpp headers will crash compilations if boost-dev is not installed.
Workaround is to install boost-dev libraries manually.

Accepted yaml-cpp into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/yaml-cpp/0.5.2-4ubuntu1~16.04.4 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested and change the tag from verification-needed-xenial to verification-done-xenial.
