Bug Description

Summary pretty much explains it. This is not good since people could easily create a page with a fake TOS

Straw-man design for a fix:
* remove the link to the wiki page
* remove the redirect that takes you away from the terms if you've previously accepted them
* remove the form controls from the page if you've previously accepted the terms
* make the "Activate Personal Package Archive" menu item appear as "Read PPA Terms" if you've previously accepted the terms.
