Bug Description
The pages for most translation templates begin with the sentence "This template has no description, you can create one now." However, such a description is useful only when a project/package has more than one template, which is true for a minority.
We could be smarter about this in various ways:
* invite a description only if there are multiple templates for that project/package;
* make the descriptions editable on the list of templates, rather than on a separate page;
* remove template descriptions altogether, and rely on the template names to distinguish templates.

Describing the role of a template relative to other templates is only one use case for template descriptions. There could also be process-oriented notes, e.g. warnings about unusual constructs in the content.
