PPA terms of service are visible even if it's not my archive

Bug Description

On a PPA page, such as <https://launchpad.net/~linux2go/+archive>, the "View Terms of Service" link is visible even though I'm not the owner of the archive.

It doesn't make sense to present me with terms that don't apply to me.

Well, as I can see it, the terms might be interesting to any potential user of that PPA, since it represents the owner commitment (and the Canonical statement) that all packages published in that context are (or should) be free.

That all packages in the archive are (or should be) Free accounts for 12% of the terms (28 of 239 words). So if the terms are made visible to everyone as a way of telling everyone that the packages are Free, it's not a particularly efficient way of doing that.

Meanwhile, the terms begin by saying "Canonical Ltd. provides the PPA Service to you", but that's not really true, because I don't have a PPA. It also says "Failure to comply with these TOS may result in account revocation", which is not reasonable because -- as someone who doesn't have a PPA -- I was never presented with those terms, let alone accepted them. These are not problems with the terms themselves, they're a problem with me being able to access them.
