Intel RDRAND not supported by rng-tools, init script bails out

Bug Description
I've noticed that on cpu's that support rdrand feature rng-tools daemon is not starting. On closer inspection it appears to be a bug in the init script, which only checks for kernel devices, but doesn't check for cpu features to provide random number source.
== Testcase ==
1) Using an Ivybridge Intel CPU machine or better
2) Check that rdrand feature is supported (grep rdrand /proc/cpuinfo)
3) Install and attempt to start rng-tools daemon
With this fix, rng-tools daemon should start.
Without this fix (and no other Hardware TRNG available) rng-tools daemon fails to start.
