step by step
1. Insert SIM card.
2. system setting --phone --call forwarding-- select "forward every incoming call",input phone number.
Expected result:
Add forwarding number successfully.
Actual result
“call forwarding can not be changed right now” pops up

Did you reboot the phone after inserting the SIM card?

Could be a limitation of the provider, is there a way to check if the phone sim provider accepts call forwarding?

It is not the limitation of the provider. because sometimes the forwarding number can be added successfully.sometimes can not be added succefully. the issue can be reproduced with China mobile and China Unicom sim card.

/usr/share/ofono/scripts/set-call-forwarding

Setting “forward all calls”:

/usr/share/ofono/scripts/set-call-forwarding VoiceUnconditional <number>

Unsetting “forward all calls”:

/usr/share/ofono/scripts/set-call-forwarding VoiceUnconditional ""
(an empty string in quotes)
