php-monolog: bootstrap for PHP7.0

Bug Description

In order to remove PHP5 from the archive, a set of packages need to be boostrapped, in particular to not depend on phpunit. Also update a dependency to the new package naming.

This bug was fixed in the package php-monolog - 1.17.2-1ubuntu3

  * d/control: drop build-depends on php-aws-sdk as it is only needed to
    run the AWS tests, which are not compatible with v3 of the SDK. At
    runtime, these tests will be skipped instead
