Can Puppet be updated to version 4?

Bug Description

Puppet 3 goes EOL from upstream 31 Dec 2016 -- however that's what appears to be in Xenial. Puppet 4 has been out for over a year. Is there a reason that wasn't included in Xenial?

Disclaimer : I work at Puppet, Inc. I'm curious how Canonical plans to support Puppet 3 for the duration of the lifecycle of Xenial.

Should this be duplicated to Bug #1530233 (or v.v.). Also note that puppet in 16.04 has moved the universe component (aka community supported - https://help.ubuntu.com/community/Repositories/Ubuntu).
