Bug Description

[Impact]

* Running dh_make generates debian/source/format, but writes it to debian/outfile.

[Test Case]

* Download a source package via apt-get source or pull-lp-source
* Delete the debian directory
* Run dh_make

[Regression Potential]

* Risk of regression is low, the fix is two characters, and already available in Yakkety Yak

Thanks, I updated the changelog to target xenial/use a ~xenial1 version and put your name as uploader and added the SRU bug reference and uploaded

Accepted dh-make into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/dh-make/2.201605~xenial1 in a few hours, and then in the -proposed repository.
