symfony 3.4.3+dfsg-1ubuntu4 stuck in bionic-propsed

Launchpad is oopsing on some of the bug tasks:

php-apigen removal in debian is Bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=886183

civicrm fails to install in debian is Bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=883640

drupal7 dropping civicrm support is https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=885117 but then there is a removal notification of drupal7 at: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=884929

src:awl and src:davical are leaf reverse-dependencies of src:php-apigen and would either need to be demoted to bionic-proposed or removed before src:php-apigen.

In theory, per the bug above, the maintainer of awl and davical is going to move to doxygen, but has not done so yet, afaict. When they do we could sync them back down.

I believe we should also demote/remove civicrm and drupal7. I have reached out the upstream civicrm team to find out whether it makes sense to keep it in the archive or not (if they have a hard depenency on << symfony 3 or not).

I believe the order, then:

1) Remove src:awl, src:davical
2) Remove src:php-apigen
3) Remove src:civicrm
4) Remove src:drupal7 (for completeness)

Davical 1.1.7-1 is in -proposed and only needs a fixed libawl-php (it has dropped the build-dep on php-apigen already in favor of doxygen), so no need to remove this package from -proposed at the moment since in theory it will be buildable again without sourceful changes; will remove only the package from bionic release.
